Volatility is not RTP
RTP answers the question of how much comes back on average. Volatility answers how far a single result strays from that average. A 96% slot returns 96 units per 100 wagered in the long run, but the averaging happens across millions of spins from every player, not across your evening.
Volatility leaves the expectation untouched and changes the shape of the distribution around it. This is exactly why a short session can never reveal RTP: the spread swamps a one or two percent difference many times over.
